I was a bit too caustic in my remarks. Medical marijuana has some limited efficacy for specific use. The one you mentioned, appetite during chemo, seems to be the most supported by data. As such, moving it to a class 2 would make sense. It has very limited success in pain control simply because smoking isn't a good way to control dosing and the amount of marijuana needed to control pain would necessitate smoking almost constantly.
