Schools like Notre Dame, Tennessee, Nebraska, and possibly even Michigan will never be dominant again. They were dominant programs in an era where they were one of only a few schools that went all in for football. They were the only teams willing to spend the money, and the only schools constantly on tv. They might not be dominant again but one good coaching hire and any of those programs can cycle up the food chain, just like any of the top 30-ish programs you mention.
