It's not making waves anywhere else and seems like it is pretty limited. I'm interested, but weird that media is ignoring it.

Detroit public lighting is a municipal owned utility system that provides energy to government buildings, schools, fire and police stations and the antiquated street lighting system.

Detroit Edison is an investor owned utility that serves everybody else.
