From the very beginning the selection committee said they will value a conference championship. That should have been a clear warining sign to the Big 12
I do not think the committee meant it would value conference championship games, just that in comparing two equal resumes but one team is the champion of its conference (with or without a CCG) it will get the bump above a team that did not win its conference.

There's no tie-breakers. All the teams with similar conf records are co-champs.
The tie-breakers are used to determine the team that will be the Conf representative in "BCS" games, or whatever they're called now.
