I wonder if it's discipline-dependent. I know for transportation, I didn't need 4 years experience after passing the FE to take the PE. The only 4 years of experience I needed was my college curriculum.

With Petroleum (and I thought all disciplines) you need 4 years of experience under a registered engineer

what? with any discipline you need to work the 4 years after under a PE, doesn't matter the type of work you do just that you are under a pe
