Why didn't she just say that from the get-go and cooperate instead of being a raging count? Would've made things a lot easier all around.

She initially refused. Sounds like she changed her mind when she found out she could be quarantined.

She said it at least yesterday and has probably said that since being in Maine. She probably wanted to avoid any 3 foot rule or cops following her around wherever she goes.

If you have the 3 foot rule and someone walks up to her the cops would probably throw her back in a tent under lock and key.

When she got to Maine the governor wanted to keep her inside her house originally. Then he's been backing off step by step like Christie did.
