Jordan would have had a couple years of averaging 40+ PPG if he had played by today's rules IMO. In the late-80s/early-90s, you either tackled him in the paint or he scored. He was a whole other level of unstoppable in his prime than anything we've seen outside of Wilt (who was a big man decades ahead of his time playing against guys 4-6 inches shorter than him every single game).
In today's "breath on a guy and he gets the call" league, Jordan would have one layup or dunk after another spread out between 18-20 FTs a game.

Sounds like many guys who get paraded to the line today, tbh. Westbrook comes to mind.
NO, I'm not saying Westbrook=Jordan

Jordan would have trouble under today's rules, and have to change his game dramatically. It is a jump shooters league now.
Jordan never had to play against an entire team (ie zone defense). Zone defenses were illegal in Jordan's day.
Shaq would have never been in the convo for top-5 center of all time under today's rules.
The reality is opposite of what you present:
Under Jordan's rules LeBron would average 40+ ppg. . .because who could guard him man-man?
