It's possible that getting into government buildings with firearms is all they wanted to do to show what they're capable of. If they killed any people, that was just a bonus.

I'm not a conspiracy theorist at all. I don't know much about what has gone down, but if the guy is a Muslim, it's not far-fetched that he had some sort of "jihad" mission in mind, whether it failed or not. Terrorism doesn't need a lot of casualties to "work", though.

People, including you, conspire quite often. It's easy to meet the definition.

You can conspire to do good things, bad things, or neutral things.
