And that is why I'm confused

A Dallas hospital says a man who has Ebola initially told an emergency room nurse that he had no contact with anyone who was ill when he was in Liberia.

My two cents worth - 1. Instead of tracking flights from western Africa how come more hasn't been said about tracking the passengers themselves who originate from western Africa? Hell, someone could take a flight from there to the U.S. by way of China or Japan, etc.
2. for those that are saying this is really no big deal - having to be monitored for up to 21 days is a big deal whether you end up with it or not. That's still a rather significant interruption in one's daily life. Seems it would put any travel plans on shaky ground.
