Have you personally tried to hire folks in this demographic? I have, do and will. From personal experience I can make this statement:
At least 20% of Americans in the 24-54 year-old age group are exactly unemployable.

My wife is a lawyer who frequently has interns. She says most of them can't write for shite - these are people either in law school or recently graduated.
When I was a lab TA at LSU I couldn't believe how much effort it took to explain scientific notation - to engineering majors in their 3rd year on average!
