Then forget O/U's. Decent sporting clay O/U's are gonna run you ~$2,000 new bare minimum. Ruger Red Label is probably the cheapest, not totally crap, O/U out there and Ruger just upped the MSRP to $1800.
Semi auto's at your $600-700 range for sporting clays are the Franchi and Beretta A300. No frills, but they will break clays.
Getting closer to $1000-1200 puts you in the ballpark for the Browning Maxus, SX3, and Benelli M2, Benelli Vinci. All good guns in sporting outfits. Don't get the "Duck Hunting" edition of these guns.
If you go to the top of your budget, you're now talking Beretta A400 Xcel (if you enjoy shooting with the smurfs), Maxus Golden Clays Edition, SX3 Sporting, etc. These guns were all made with clay smashing in mind. Adjustable pads, interchangeable chokes, different sights, etc.

CZ sells good quality break action guns in your lower price range.
