The NFL can say that the hit was legal, but the refs are going to continue to throw flags for that, and we all know it.
The bottom line is that ANY cheap shot on a QB, especially a top 10 qb, is going to be flagged whether its legal or not. The NFL knows it, the refs know it, and the defenders need to know it too.

Eh. If he is near the ball or actively getting involved in the play, yes.
Watch Peyton or Aaron Rodgers next time they throw an interception early in a game, they'll actually run to the sidelines. The chance of them getting hurt far outweighs the potential of them stopping the ball carrier. Brady is bi-polar with this, as sometimes he'll run to the sideline, other times he'll take on like 5 blockers.

NFL rules may say it's a legal hit but no doubt that defender knew he was fixing to break it off on that QB arse!! The RB was already going down and no way was Foles going to make any tackle.
