Final Fantasy IX, while also being infinitely superior to VII, is clearly the best RPG on PS1 while also being the best game of all time. Simple really.
Edit: If you want something not mainstream, then I suggest Persona 2: Eternal Punishment, Thousand Arms, Vanguard Bandits, Brigandine, and Arc the Lad.

I feel like we state this in every "blah blah blah rate RPG" thread.
I play this game once a year.
I really hope when the PS4 finally gets ps1 classics it is in its true form. I no longer have my ps1, so I play it on my PS3, but the upscaling is terrible.
