It's called supply and demand. Not gouging. It's advanced level economics.

Supply and demand, and they are not sneaky about it either...you have to confirm you understand there is currently surge pricing at least 3 times before you actually get a ride

Pretty simple... (# of people who want a ride) / (# of cars available). As that ratio increases so does the price multiplier, and the inverse it true as well.
