A 36 will always get ADMISSION over a 30. Case closed. To argue otherwise is simply silly.

The more likely scenerio is they both get in.

A 30 may well get a SCHOLARSHIP over a 36 if both students are admitted to the school.

I am simply silly then. I've seen 36s with extracurriculars and honors several pages long be denied and a 28 with not even half the accolades get in. Same school. Same class. Different zip code.

Not necessarily. GPA and course difficulty are pretty universally considered more important than SAT/ACT scores.

Now, a 4.0 and 1600 (or 36) in a college preparatory curriculum is getting in over anybody else, assuming the barest hint of an extracurricular resume is visible and you don't have a felony record.

Actually, my experience is it happens, silly or not. My presumption is that, anecdote or not, if I've personally observed a couple of occurrences, it ain't all that uncommon.
