Well I've never heard about this. Maybe because it was around 30 years ago I dunno. The viets I've known do not and have never relied on the government at all.

I'd have to do some digging but it does kind of ring a bell that there were some financial assistance programs for Vietnamese refugees shortly after the war

I've heard them bitch a lot.

I used to have over 200+ boats of them selling to my dad's dock.

Look at the strike pictures. A lot of them are Vietnamese fisherman. Vietnamese fisherman strike just like the white Americans. They are getting acclimated to our ways.
