RA vent is inside house

Just be ready for that unit to come crashing thru your ceiling when those straps come loose/rust out

If that yellow line is gas, it is for direct burial only.

Saw it used in some high end homes throughout the house when it first came out. One right down the street from Archie.

Your thinking of the wrong pipe (Poly Gas Lines for gas connections to your house from the meter). This is the pipe that is used in that pic for the gas lines drops. NO worries as this pipe is in many houses.

if it is polyethelene, then this correct and it needs to be replaced...however, there is some flex tubing avaliable now that is metal covered with PE that is approved for use inside of buildings...

In how many decades is this supposed to happen? 3? 4? 5?

No, not strictly. Yellow corrugated or tru flex stuff is rated for indoor use.
