Is there any chance the recreational guys can sue and take a page out of the environmental playbook.
Say the commercial guys are catching too many and threatening the fish, therefore it needs to be protected?
Try to shutdown the whole fishery for everyone in order to get commercial guys to the table and force nmfs to do an accurate survey.

You may have your 6 pack, but do you have the Federal Reef Fish permit for chartering? Those are hard to come by since there is a moratorium. They run about $10k and you have to buy it from someone who's getting out.
