It's pretty reliable. Unfortunately it still gives me eliminate the target every damn time.

I farmed them forever and only got the moon warsat.

Go to Skywatch for the Earth. I got my Mars Warsat in The Barrens. I ran around for an hour and a half waiting for a Warsat to drop. Hit about 15 public events before one showed.
Also I'm on the Rare materials and 500 ability kills for my Exotic sword quest. Yeaaaa bring on the grind.
