My neighbors vines are an eyesore and cost me money. Advice please.

A guy just bought the house next door to me about 6 months ago and he has some ugly bushes/vines that are growing over the top of my wood fence and are they are an eyesore. My previous neighbor who use to live in the house kept his bushes trimmed back and weren't a problem. It costs me about 45 minutes with a weed eater about every two weeks to trim the crap off of my fence. I am thinking of knocking on his door and asking him if I can trim his bushes back for him since he doesn't keep his yard up or I can politely ask him if he would please understand my situation. I wouldn't say anything if the fence was only 20 or 30 feet long but it is 100 feet long. I don't want to be the a-hole neighbor that complains about what some would call "petty" crap, but I probably will knock on his door next week to address this. I have said hello and introduced myself when he first moved in so we aren't good friends but we aren't enemies either. How would you approach this situation? Thanks

How tall is your wood fence? The neighbor must be growing a jungle next door if it spans a hundred feet.

I understand that the bush likely isn't native to the property, but I don't think that wildlife that grows into your property is his problem. It would be like a tree that had a limb that was growing into your house.
Your are within your rights to cut anything that grows into your property though.

It always baffles me when people come here for advice when the answer usually requires just a simple, respectful conversation between two people... Now if that didn't work, I could see you asking for help here, but honestly most of the problems people post here could be solved with a simple conversation.. Do people not know how to communicate anymore?!?
