They could, but for a brewery to successful, you also want to create your own style as well, or at least your own signature on a style.
If someone successfully copied Heady, admitted or not, we'd be all over that shite. I doubt it would ever come out EXACTLY the same such that someone would accuse them of plagiarism (has this ever occurred??? I'm curious).

and there would be debates all over the internet about which one was better

Absolutely, I agree! The last part of your statement, "signature on a style," is essentially what I was suggesting. Stand on the shoulders of giants. Take what is good and then make it better, at least in your eyes.

I've talked to Andrew, the Great Raft owner (name drop bitches!) about this before, as he said he could reverse engineer Heady or ZD, but he would never do that because he wants people to like his own recipe/creation.

I won't name names, but considering one of the Nola guys and I shared a SW Dank Tank Red Hot Mama one night and he tried to tell me it was a sour, I'm not so sure some of the decision makers know any better.
Well, from what I know about the owner, he is a businessman, who was drinking a bottle of DIXIE when he realized it wasn't brewed in New Orleans anymore and the light-bulb went off to start a local brewery. So I'm not sure how passionate he is about making something world-class. He probably sees the Mecha is selling enough and doesn't see any reason to tweak it.
The head brewer at Nola used to be the brewmaster at DIXIE. Not exactly a great pedigree there.

I've had a few other really good 100% citra beers that were around the same strength and quality as Zombie Dust. I love that style of beer and if somebody told me then that I was drinking Zombie Dust, it wouldn't have been far-fetched.

I guess this is true. Abita sells Jockamo, so why tweak the recipe of one the worst IPAs out there?
3BD is another Mecha. I am going to finish these so y'all don't have to listen to me complain about how meh they are.

I googled up a Beer Advocate thread that doesn't produce any decisive (read: legal) answers, but it does basically express the difficulty in recreating something to a "T." There were some interesting anecdotes from brewers in there along the lines of a group of people with the same ingredients and same recipe submitting the "same" beer to a blind panel and the panel having wildly dissenting views about it. Run-on sentence. Oh well.

Toppling Goliath comes to mind.

I've always said that. We're 5 years behind trends already.
The only style or personal touch I care about is "good"

So many things go into making a beer. It is, after all, a living thing. Hell, most breweries can't even replicate their own beers when they start out. It takes getting to know a system and understanding your process to replicate beers that taste the same from batch to batch.

Agreed. Good is timeless.

I agree. SF was a nice addition to the LA market, if only for their Java Stout.
