See that's where I disagree. BR USED to not be a place businesses wanted to come. By only alienating employees who PREFER to live outside the parish, I don't see EBR running off too many IBMs, CBIs, etc.

Agreed. My commute from near the airport to Pville was usually 45 minutes at 4:30/5:00p. No traffic it was 30 minutes. I don't find that to be that bad.

i'm spoiled now because i only go from denham to sherwood, but when I used to go from denham all the way to highland, i still didnt really encounter much traffic, coming or going

True. Unfortunately there are only a handful of those employers in the city. Small businesses are who to be concerned about.

say 100 AP residents park at Home Depot parking lot(already a designated park n ride) at HWY 30 @ I10 and take a bus to OLOL at 530, 630, and one at 7 am(in time for first bus to get back and reload).
100 cars > 2 buses.

Most definitely. I didn't really think out how to get exemption from this new tax/parking fee. But I was thinking of the big time employers who aint' going anywhere, like take all state, city, and parish offices and start with them.
Then major plants, hospitals, etc.
on the surface it seems to punish big businesses, but that's where some fed/stat subsidy comes in to help.

Ah, now I see what you are getting at. More of a private major corporation shuttle. Just transport the employees at the major corporations and tax those it isn't convienent to.
It would probably get support for those companies and employees.

Why do you think the park and rides are failures?
I ride one to work every day. The incentive for me is my company pays for it so I save close to $20 a day if I were driving my own car. Plus I don't have to deal with traffic, just watch Netflix

What I think would work much better are shuttles for the plants in AP. The roads getting people to and from the plants in Ascension (on both sides of the river) are completely substandard. Having such a busing program could work, but I doubt it would.

Yea I'm admittedly ignorant on these things but I agree it would be a balancing act to keep and attract big businesses with subsidies while pressuring them to push employees to either live locally or ride the shuttles.
Idk, I figure 25-30 of the biggest entities in ebr could remove 10-20k cars off the roads during peak hours in an ideal situation like this.

I'm five minutes from my park and ride. And it drops off directly in front of my work complex. I've only had one day of getting rained on and a couple where I should've worn more cold winter gear
And they run every twenty minutes. I've rarely missed my morning bus. And it doesn't bother me if I have to sit outside after work for fifteen minutes

I carpooled for about 6 years b/c of distance to work(70 miles at one job and 45 miles at another). We never hit traffic but the gas and relaxation was worth it. When smart phones came out, it was really relaxing to read the news sites, facebook, take a nap, etc
eta: Paige knows what's up. I'd drive 5 miles to a park n ride to save 60 miles round trip daily. plus the traffic thing.

It is a failure because about .05% of people in Houston actually use it. If you don't work in the Galleria or Downtown you can't use it. The area of the freeways that are consumed by HOV/Diamond lanes is ridiculous. The Katy freeway for example has 40% of it that can only be used by a very small percentage of the population.
