I don't know how Manhattan, KS made the list, its been growing for years. They even have commercial air service these days. Its a good place for Kansas standards.

This is an almost impossible topic to cover objectively.
From BR and living in Shreve for 5 years. Not bad at all. i too used to join i the Shreveport jokes until I lived here. No real complaints that I didn't have living elsewhere.
Monroe would be the better answer, IMO.
