I've been asking the same damn question. I've read reports of $2000 per person. Where in the hell does someone who is poor in Guatemala get his/her hands on $2000 spare dollars? More to the point, if you have a spare $2000, then you aren't really poor in Central America.

Why do you think Obama needs three billion dollars?
He needs to pay off the loans for those illegal's transportations.
