I couldn't disagree more. I think the 80s was arguably the best decade for movies.

You had great action movies like Rambo, the Rocky Sequels, Predator, Terminator, Top Gun, ect.

Great comedies like Ferris Bueller, Major League, Ghostbusters, Animal House, Big, Bachelor Party, Coming to America, ect

Epic scifi/fantasy like the Star Wars sequels, Back to the Future, Never-Ending story, Gremlins, Alien, Flight of the Navigator, the Last Starfighter, E.T., The Princess Bride, ect

It was an incredible decade for film.

Yeah it's all good.
Just my personal preferences. I was curious so I went look at my IMDB account and I actually had 26 movies from the 90s I ranked best and 25 from the 80s so that's actually really close. I think what puts the 90s over the top for me is the undercard lotta depth there. Of movies I ranked good to great there are 252 90s movies and 189 80s movies.

While highly unscientific, the imdb top 250 gives us a pretty good glimpse at the general respect for each decade, understanding that it skews modern. The 1980s only have 3 films in the top 50, and its highest ranked film is #12 (Empire Strikes Back). By contrast, the 1990s has four movies in the top 10 alone, and 16 in the top 50.

But not only that, the 1990s marked a change in how films were made. Pulp Fiction's success really opened the door for indie distribution, and that's before we get into films like El Mariachi and Clerks, made for barely any money and finding themselves in wide distribution. The second studio system broke down in the 1990s.
