Yeah, but other businesses and people aren't dependent on that air. If everyone caught rainwater, then it could lead to a worsened drought and destroy natural habitats.

I don't think that is right. Rainwater is in ferae naturae. That just means that whoever captures it owns it. If you have the right to be on the property, I think you have the right to capture any rain that falls on it.

In Western States, Water Rights Are Separate From Property Rights. Someon Else may own the runoff from your property. Don't blame the government,blame the guy downstream from you. Its nothing new, it,s been that way since the 19th century.
