Wrong. That is a scapegoat.
There's nothing in the constitution that prevents cutting budgets during the (gasp!) budget process.
What the constitution prevents is a governor from unilaterally ignoring the legislative budget process and cutting and adding whatever he wants after session is over. (example: mid-year budget cuts)
All the governor has to do is push for those budget cuts to happen while session is in but he has blocked efforts to cut things like consulting contracts which would have saved the state over $200m.
During the annual mid-year budget shortfall all he has to do is call the legislature back into session and they can cut things other than higher education and healthcare.
