The assumption made by reasonable people is that even if the community did not formulate a contract long ago, the current community would have. It is a basic impulse of human nature to want protection, stability, continuity, and peace of mind. I bet Hemphead of 2014 would have signed a contract if Hemphead's ancestors of long ago did not.

Perhaps, perhaps not. It depends on the terms of the contract. I surely should not be beholden to a contract that I had no part in negotiating.

If this is what the contract says I'm supposed to be getting in return for my money, then I would have to say that the government is in breach.
