No they aren't. Well, I think they are doing a good job in drumming up support. I'll give 'em that. But people care about schools and are so frustrated they will believe anything if it might make things better. But it's a shame because that pent up energy is being wasted.
But they haven't really thought through the logistics of a new city. They thought this would be like Central. There was some minor push back on Central, but basically they really are a different community. They sort of randomly came up with map. That's now way to set up a city. The people in central had been planning a city for decades.

In this case either the incorporation effort will wither and die without the support of the business community (actually, this would be a good outcome as it would allow you to refocus on education) or if somehow still incorporation happens, businesses will be suffer. Unless you think your economic analysis is superior to those choosing to be annexed (hint, it's unlikely).
I have posted it before and do so now again: the incorporation effort is stupid and a wasteful distraction. Return to the original focus on schools.
I will now add you need to lose Rainey and Bodi as your leaders. Find others to step up (or do so yourself).
1. The city leaders in BR were/are absolutely terrified of the SG movement. Actions speak MUCH louder than words. They know that if the SE portion of the parish ("city") were to incorporate then it would be extremely bad news for BR proper as there are many in that area which contribute little to no revenue to the funding of the local govt.
2. The mayor, metro council and other BR leaders have been in a full court press to shut down the incorporation attempt. This included the multiple bills re: incorporation which I suppose were just "coincidentally" filed this session.
3. I completely understand the MOL, BRG, OLOL decisions to be annexed. There is an awful lot of uncertainty in the incorporation proposal. Those business have to look out for their best interest. There's not as much risk with the "known" commodity.

I agree that the biggest (and original) issue is the schools. No matter how much the EBRSS tells us otherwise, the system is not going to dramatically improve. It may plateau in "shittiness" and even improve slightly here and there, but it's not going to be a good or even avg. school system in the foreseeable future.
The question is how cab the SE portion of the city get an ISD. The legislature refuses to let it happen through that process. Now the area is trying to appease the mandates of the legislature only to have the city of BR (understandably on their part) step in to insure it won't happen from that angle either. Serious, non-biased question, what is the alternative?

It scares me too. Which is why I am glad they are doing whatever the can to stop it. If SG doesn't give a frick about the damage they will cause BR, why should BR care about SG? Again, did Rainey and company think BR was just going sit back and let a massive hole open in the city-parish budget?

You are confusing a mandate with a rhetorical device. Even if SG becomes a city, that does not guarantee you an ISD. Maybe getting a few more votes in the legislature is a crappy reason to start a city. Especially one the size and scope that SG is proposed to be. Especially when it has the potential to do significant harm to a neighboring area.
Alternatives? There are several. But not worth discussing until the heat from the incorporation dies down.

Serious, non-biased answer: move.
Seriously, no sarcasm or hate, just move. If people are that unhappy and constantly bring up central and Zachary as examples of what they want, then move to central or Zachary. As a parish it's not like there aren't any options for what you desire. Move to where they provide what you are looking for. Reasonably can't expect a big city to divide itself even more when there is an area less than 15min from SG that has what you want.
Now for the sarcasm and biased answer: I don't think major cities would setup the suburbs with good schools, brown houses, and strip malls filled with chains and outlets if they didn't want the white middle class to move out there. Passive segregation to maintain/create predictable markets. aka white flight. Nothing changes in the burbs so it's easy money.
