Why does Louisiana need a 'state book' and if it is so important, why isn't the state book Confederacy of Dunces or The Movieoger or All the Kings Men?

I have been meaning to start a list of the fricking stupid things the LA legislature does. It is unreal this year. Chicken boxing, wine ice cream, etc. fricking embarrassing.
