I used to tell my little one that chupacabra would get him.
Also have threatened with public school, the big plastic soup spoon, soap, etc.
My favorite is to make one of them the slave to whoever that one is being mean to. For one hour.

Papa Scruffy always used to threaten us by saying he would make the two people fighting go and hug in the front yard next to the road for a few hours.
