It's a Cleveland Pear. Look identical but are stronger.

Japanese Maple fits your description but wont bloom. Nice red foliage though and a popular choice. Another option that will get a little larger but not much is the little gem magnolia. I'm sure I will think of a couple more later and I'll post them when I do but size wise the Japanese Maple will be hard to beat and they look good.
