hijack plane and fly it somewhere like North Korea or Myanmar. Load stolen nuclear device from Russia or a North Korean nuclear device onto plane. Fly plane to Japan or South Korea and detonate in air above large US base.

If you've got the money for some nukes, you could probably swing a sweet finance deal on a used B707 and just not make any payments.

Your idea of it being stolen was the similar to a plot on NCIS. They were stealing an old helicopter that was set to be decommissioned to sell on the black market.
They turned off the transmitter and landed it at a location to hand it over to the buyer.

not necessarily. we're talking about missing suitcase nukes from the old USSR. they may have the money for one or two of those nukes, but may not have the money for a sweet plane.
Plus, why not steal whatever you can?
This scenario isn't as far fetched as you make it seem. How is this any different than, say, a terrorist group hiding a suitcase nuke on a cargo ship and remotely detonating it as the ship enters harbor?
The problem with the ship scenario is that less devastation would occur if the nuke was detonated on the ship rather than in the air above the target.
The idea is to inflict as much devastation as possible.

Suitcase nuke? It's cheaper to just rent a UHaul and buy some plastic barrels for some triple 13 and diesel fuel.
I'm pretty sure this is just an accident/"man made disaster." I'm fascinated nobody has found any debris or wreckage.
