It means that the proposed boundaries for the SG breakaway comprises a higher average income and, therefore, will collect a higher amount of taxes from its residents. SG will collect taxes at a higher rate (tax dollars/resident) than what Baton Rouge currently collects because on average, the people of SG make (and spend) more money than the people of BR.

The tax and revenue figures for EBR from its 2014 budget and the proposed SG budget proves your hypothesis to be 100% incorrect.
