Once the get outside do they get continually shocked or do they get shocked once and that's the end of it? I know that sounds stupid but my brother swears he tried one of those invisible circle ones and when his dog got outside the circle he was just repeatedly shocked until my brother turned it off at the base.

they get shocked as they approach the wire, from inside or from outside. if the dog runs thru the fence anyway, he's free to go, but will get shocked again if he tries to come back

thats why once they get out, you have to go get them

You can probably do the job for around 400-500. But like some have said there are different results with these fences. Ours worked fine for about a year and then out of the blue, our Lab decided she wanted out and we never got her to stay in for any length of time again.
I guess once she realized that it only shocked her for a short time it was worth it.
