It comes down to a basic principle: does another layer of government increase efficiencies and cost the same as less government?
The SG leaders are preaching just what Obama did when he was selling Obamacare......more government, more people insured, more medical conditions covered by insurance but the total costs will go down.
It just doesn't happen that way.

1. City of St George if incorporated will have more of a sales tax base than Central, Baker, and Zachary.
2. Eastside and St George Fire Districts insurance ratings will not change if they split due to they presently are not serviced by the City of Baton Rouge Fire Dept. The present and future insurance ratings come from their existing Fire Districts. So scare tactic about their fire insurance going up if they become their own city is a bunch of bull.

Seems like it should be no skin off the downtown crowd's back if SG made its own city. Unless they are getting more in taxes from SG than services being provided.

They've put out a budget based on the ebrp budget saying costs will remain the same. They've factually stated that if more money is required the people would have to support via a vote.
Still waiting on your poli board link sourcing your statement that property taxes will go up $2k per year.

It actually is not another layer of government. It is their own layer of government. They will go to their own mayor and councils and probably get things done more efficiently and with greater benefit to its residents. They will have their own school board and school district. This will cut out a lot of the griping at Baton Rouge meetings and allow the people who live in Baton Rouge the opportunity to determine their own fates as well. I ultimately see it as a win win for both St. George and Baton Rouge. It's just a lose lose for the people in power of Baton Rouge. They will have less money and represent a smaller populace who will have a greater opportunity to be heard and create change in their community. Basically it hold their representatives accountable for the decisions and positions they take.

Between $40 and $50 million is skimmed from the unincorporated area and dropped into BR city budget every year.

Sounds like Baton Rouge will have raise either their property tax or another tax to make up for this money lost. I guess they will have to face the voters and tell them they can't afford to pay for a bus system that is barely used or build a new library that will barely be used. You reap what you sow.

Didn't I respond to this already? The Proposed school budget is proposed to have an additional $30-ish million a year if passed. Plenty to bond out for new schools.
Seems to be going in circles here.

That proves nothing. Do you or anyone else knows what that is about? Have you read the "Local Services Agreement" that was adopted in 1991 which covers that transfer? Do you know what services the transfer covers?

Are you saying that money collected in the unincorporated area for the parish budget isn't transferred to the city budget every year? I don't think that is even being debated.
Delgado himself is trying to grab that payment now? Are you keeping up with current events?

The BR Magnet HS renovation cost was $46 million with $6 million in additional costs still in dispute. And the land acquisition cost was ZERO.

BTW, both Zachary & Central raised their school property taxes after they set up their new districts. Zachary's school millage is almost double EBR's school millage and Central's is 60% more and that is only because the voters there have twice rejected other additional millages.
The school board is already considering another vote for increased taxes in Central.

In 1991, an agreement was reached, after public hearings were held, to create an accounting & budgeting procedure to offset and pay for those services. That is called the "Local Services Agreement."
I intend to learn what the transfer pays for. Do you?

that's crazy! Not saying it isn't true, but it's ridiculous because the new Woodlawn high school cost $17 million to build.

Did they have the school budget surplus st George is projecting? That's an important factor in this discussion
Still waiting from one of your many poli board posts sourcing your statement that property taxes will go up $2K per year. It should be easy to find. Search by your name and look for a familiar thread title. Shouldn't take more than a few minutes.

The transfer is funds into the city budget. From there the money pays for everything and nothing city related. Its used to bolster the city of brs share of the split costs.
It seems illegal to me. If br is supposed to split costs along a certain percentage with the parish but uses funds from the parish to do so, how are they living up to the agreement?

The LSA agreement is included in the EBR budget linked to in this thread. It was signed in 1991 by Mayor President Tom Ed McHugh and Mayor Pro Tem Linda Imes, neither of whom lived inside the city of Baton Rouge at the time. I sure think if either one of them believed the LSA screwed parish residents to the benefit of city residents, they would not have agreed to it.
Again, I intend to find out exactly what the agreement covers by making some phone calls this coming week. If you really care, you would do the same.
