that is what I understand. IF lsu had jumped on it, it would have been a touchback and lsu's ball on the 20.

This is correct and if Iowa had jumped on it it would have been a TD. None of this explains why the Refs blew a play dead when the ball was live and clearly in bounds and live and not in possession of a player from either team. We see this from time to time on screen passes or bubble screens when the pass is a lateral and not a forward pass. The players from one or both teams think the ball is incomplete when in fact it is actually live. I can't recall which game it was but this just happened in the last week or so and a player pick it up and ran it for a TD. The fact that is being overlooked is that the play should have never been blown dead.

As a human, I would've probably blown the whistle, too. It was not even something I considered until they started showing the replay.

The whistle was blown because it was called a TD thus making it a dead ball

As it happened live, it was called a TD, which signifies the end of play.

It wasn't determined that the ball should've been alive until after the review was called. If an LSU player had picked the ball up in the replay, it would've been a touchback, as the refs ruled the TD reversed, thereby making everything after the "ref signaling TD" as fair play/or ball still in play.
