Exactly...solving the draft "problem" doesn't eliminate teams who aren't competing at present in order to better position themselves for the future.

Or imagine the Greg Oden scenario with this proposed format. Portland would have been screwed.

Amazing how you're missing the point. Fielding a shitty roster is one thing. Fans can choose whether or not your roster is worth watching.

Losing games on purpose is terrible. Fans have decided that they will pay to watch you, and you don't even compete to win the game.
