Let's just say for the sake of discussion this new draft format is implemented, which effectively eliminates the need to tank. Clearly revamping the entire process will require significant changes to the CBA to increase the level of flexibility under the cap with more exceptions/amnesty clauses/etc...because if you are only going to give teams a top-6 pick once every five years, you need to give them more opportunities to sign/trade/acquire players.

I am the decision-maker for a struggling NBA franchise. Now, instead of tanking for higher draft position I am shedding contracts to better position myself to acquire players. In the end, "solving" a "problem" only creates a newer, different problem because under either scenario the team isn't interested in competing in a given year, only positioning themselves for the future. I'm gutting my roster either way.
