Food carts vs food trucks in NOLA

Do they both fall under the same laws/regulations?
I've read that only 100 trucks are given permits at a time, cant go to French Quarter or CBD, can only be at one spot for 30 minutes, etc. Do food carts get grouped in with food trucks under these rules, or is there a separate set of rules for them?

You may want to double check those regulations.

They are regulated but, as I understand it, are not under the same specific Municipal Code provision.
