That doesn't mean they won't charge him independent of the Grand Jury.

It seems that is the most likely thing as of right now, unless the girl doesn't want to proceed.

Even if she doesnt want to charge him.....he can still be in Florida..

Also keep in mind Meggs gave out that quote Wednesday afternoon. The story concerning Winston's DNA matching the semen in the alleged victim's panties was just released an hour or so ago.

That quote from meggs was out of the story about the DNA. It was probably put in this story too to get everything up to date, because it says in the beginning of the story that meggs couldn't be reached for a comment about the DNA report

So, he's saying that he's trying to decide between a guy's privacy being invaded and a girl's traumatic rape being investigated?

While technically true, they can't prove non consent without her testimony and will not charge without her cooperation.
