The only team that has had notable success that I can think of for great drafting is the Spurs.
They essentially drew to an inside straight and came up big. But if you think about it, they have "maintained" through free agency.

People throw OKC around all the time
Lightening in a bottle, and they can't maintain their roster long term.

The moral of the story: every team needs a hell of a lot of luck to even sniff a title, let alone win one.
Just to play Devil's advocate here because there is nothing else to talk about- is there a "smart" organization that has drafted poorly consistently in the lottery? Is it nature or nurture for draft picks?
Which is more likely- OKC was on a 3 year hot streak with 5 picks while drafting or they did something very right when scouting/coaching up their picks? Same thing with SAS developing Parker? Does he become who he is if the Grizzlies take him instead of Jamaal Tinsley at 27? The Spurs almost dealt him in 2003 to get Jason Kidd, does he continue to develop if he goes to the Nets? Devin Harris was a promising young pg once upon a time too.
