Yard drainage PVC pipe

Bought a new house a few months ago and it has a PVC drainage pipe. Pipe is about 3' x 8" x 8" and sunken in the ground. The pipe has a hole on the bottom (open)and one on the side that is closed off. The hole on the bottom is open to just dirt. There is a small drainage ditch for the neighborhood that the side opening should go to, but it's closed and there is no underground pipe leading to it from my drain. Should I dig up the ground and connect a PVC pipe to the drainage ditch?

Yeah I kinda figured y'all might.
I'll see what I can get. It's box shaped, open top with a grate approximately 3' long x 8" wide x 8" deep. The top sits ground level. Water flows into the box but since the bottom hole just drains into the ground it fills up and overflows.
Eta....something like this, expect the bottom hole is not that big and the side hole does not exist. It's just has side walls 8" tall

I am heavily involved with pipe design and fabrication everyday but I have no idea what you just tried to describe.
I assume you're dealing with 8" pipe that is 3' long and do not have a clue about the other 8" you included.

They may have put a gravel bed under it. This could have silted up over the years. But a pipe connecting it to a ditch would work better in heavy rains. You can use black corrugated pipe that would be cheaper than PVC.

That sir is what's called a trench drain. The outlet is probably over a gravel bed forming a French drain to help rain water run away from the house. The gravel is probably plugged with silt/mud and not draining correctly.
The trench drain box should have been tied into a pipe that either ran into the city/county/parish storm system or into your neighborhood ditch.
You may have to dig it all up and pipe it correctly.

Need pics. Kinda sounds like it might be a some kind of rock drain. Still need pics.
