His strongest comments came on ESPN Radio in New York, where Stern said, "The teams are aware that the collective bargaining agreement doesn't authorize trades involving coaches' contracts."
The only incentives other than player contracts that are permitted in NBA trades, Stern said, are draft picks and cash.
"The teams know that," Stern said. "It has been confirmed to them. ... It can't be gotten around by breaking it up into two transactions."

So basically the Celtics release Rivers and complete the trade and sign Rivers?

No, Stern would veto anything that would involve an agreement between the Clippers and Celtics that would have Rivers becoming the Clippers next HC.

Stern's final act as commissioner should be to call Donald Sterling into his office, put a pistol on the desk and say "You're selling the Clippers to Larry Ellison. We had two accountants determine the fair market value of the team and this is how much he'll pay you for them."

Not a chance. He might veto the players trade aspect of it but I doubt it.

There would be no "agreement". Celtics would let Doc Rivers get out of his contract. Clippers would then sign him.

Doc gets released from the rest of his contract and retires.
Decides to come back the next day. Clippers hire him.
In the meantime, Clips trade Deandre to the Celts for KG straight up.
What could Stern realistically do about it?

especially since during the collective bargaining, he specifically targeted ways to keep it from happening in the future, and all but assured the heat would not be able to stay together through their signed 6 year deals...
