How do we not had what it takes to land a big name in free agency?

I don't know the exact money situation and how that works, but I know we have a good bit of money to offer. Also, depending on our draft we could have Vasquez, Lopez, Aminu as possible trade options. Why can't we snag a really good small forward. I know webster's pretty solid, but lets get a franchise changing player, and go after someone.

other big markets are more attractive

I think times are changing... They'll never attract the superstars of the sport... but with new management/ownership, the rebrand, new facilities, and a bright young stud in AD I think we'll start to see bigger names next to the Pelicans name in the rumor mill
Starting this year with Andre Igoudala.

we'll have a young and respected coach, ownership to brag on, new facility, new young talent to play with AD, Ryno, and some other pretty good players, and money to spend.

It's not about the money. The top free agents are usually star players on playoff level teams. If they are leaving the team they have been with for the last 7-9 years they want to go to a better situation, and since they are the top FAs on the market they usually will be able to get both the money they want and the caliber of team they want. The 2nd tier FAs like Millsap and Al Jefferson will have fewer options and will strongly consider a team like the Pelicans, but for the top tier FAs, why go to an up and coming team when you can get the same money from a more established team ready to go to the next level?

Exactly
This franchise is far, far away from the Shinn era of surrounding a franchise PG with James Posey and friends

Pretty sure it's Monty. One of my buddies was running on the levee a couple of weeks ago and saw them riding their bikes out there.

We not had what it takes because the free agent want s what'd good for hisself; he get stimulated by dem jersey sales and publicity

Here are your "franchise changing players" in free agency this year.
CP3
Dwight Howard
Andrew Bynum???
None of those guys are coming here.
After that, it's guys like Al Jefferson, Mickael Pietrus, Pekovic, Webster, Wright, Corey Brewer and Josh Smith. If we land one of those guys without overpaying, I think it will be a good offseason.
BUT, it's better not to overspend. We have a budding star in Davis and we need to be smart with the contracts we sign so we can surround him with talent to make realistic championship runs in five or six years. Not do like Cleveland and surround a star with a bunch of mid level talent and no cap space.
