during their prime, geoff tate & rob halford were as good as it gets.
I'll go with Tate, Halford, Dio and Dickinson.

Another option I totally forgot at first...
Russell Allen of Symphony X
You might not like the bands style but you have to respect the guy.

Dickinson all the way. And greatest frontman of all time, Bon.

Dickinson is definitely my favorite. Tate could have been, but his voice burned out relatively quick.
Hard pressed to find a front man better than Dickinson. Plus, the true renaissance man.

Dance of Death is awesome.

Nice. Make sure you get across the straight to Baranof Warm Springs Bay. The hot springs next to the river are awesome.

James Hetfield IMO.
Im not much of a Pantera fan but the singing on Cemetery Gates is outstanding.

Devin Townsend - The Mighty Masturbator
Just as a demonstration of Devin's superior singing abilities. If you have the time, watch the whole thing. You'll also notice that he's a top notch guitarist, to boot. Boot is pun because he's Canadian.

No Tom Araya fans? Maybe not the best of all time, but I don't know a metal screamer whose voice better suits his band's music than Tom. Plus he gets extra points for looking like a frightening degenerate on stage. "South of Heaven":
