It was a two part screw up. Tiger screwed up on the drop. Then the committee screwed up on giving him the all clear before he signed his card.

He technically should/could have been DQ'd because he signed an incorrect scorecard, but he followed the right protocol. He consulted the rules committee. They gave him the all clear. So he signed the card. It would have been pretty BS to give him the all clear then DQ him.

If the Committee had not reviewed his drop and given it the okay, he would have been.

They SHOULD have concluded Tiger made an illegal drop and told him about it before he signed his score card, he takes 8, and there isn't an issue.

no because he confirmed his drop with the rules committee, they ok'd it, he signed...committee screwed up by confirming to him his drop
