Very very debatable on "sizable". She was never a top 3 ADC in S4 high elo per champion.gg. If you're not top 3 you don't need a sizable nerf IMO. Jinx has been the #1 adc since she basically came out, but she doesn't need a nerf in any way.
For example, the top 5 adc's right now in order are Jinx, Sivir, Ashe, Draven, and Kalista. None of which need nerfs.
Meanwhile in the bottom 7 you now have Caitlyn, Ez, Lucian, Corki, and Trist. Those are all fun, normally much better than they are now ADC's.
Luckily I never play adc anymore.

Riot doesn't base nerfs off of solo queue almost ever anymore. Most nerfs are based around competitive play.
