I don't think it's entirely going off of ability though. You've gotta account for championships and winning percentage.

It seems to have no real metric at all.

That article saying he's won 3 NCs is a bit of a stretch though. He's already one of the most decorated and successful QBs of all time, why the hell fudge and say he won an NC the year he redshirted?
