Because there aren't that many movies. Books have been around for thousands of years. There is more competition to be the best book than the best movie.

Shawshank Redemption, even though I liked the book a lot.
I think I liked Fight Club the book better than the movie. Same with American Psycho, though I really liked that movie.

jaws the movie is much better than the book. the book was horrible.
iirc, the godfather book contained alot of the godfather 2 movie storyline. godfather book>either movie.

I was a film major in college, the Godfather is the only perfect movie I've ever seen. I enjoy the book, but the movie is light years better.
